      As a follow-up to EPA’s presentation “Building a Common Understanding:  The Clean Air Act and Upcoming Carbon Pollution Guidelines for Existing Power Plants,” (http://epa.gov/airquality/cps/webinar.html) EPA is holding a call to answer questions  about how section 111 of the Clean Air Act works and other clarifying questions about the presentation.

      Background

      On June 25, 2013, President Obama issued a Presidential Memorandum directing the Environmental Protection Agency (EPA) to work expeditiously to complete carbon pollution standards for the power sector.

      EPA is using its authority under section 111 of the Clean Air Act to issue guidelines that address carbon pollution from existing power plants, including modifications of those plants. The Presidential Memorandum specifically directs EPA to build on state leadership, provide flexibility and take advantage of a wide range of energy sources and technologies towards building a cleaner power sector.

      The Presidential Memorandum directs EPA to issue proposed carbon pollution guidelines for modified and existing power plants by no later than June 1, 2014 and issue final guidelines by no later than June 1, 2015. In addition, it directs EPA to include a requirement that states submit to EPA the implementation plans required under section 111(d) of the Clean Air Act and its implementing regulations by no later than June 30, 2016.
