Candidacy Statement: Global Warming Solutions Working Group Leader

Candidacy Statement for 2011 RE-AMP Steering Committee Elections – Keith Reopelle, Clean Wisconsin

Why are you interested in serving as a working group leader or at-large representative on the Steering Committee, and what do you think you would bring to that position?

The Global Warming Solutions Working Group (GWSWG) was unanimously agreed upon by the RE-AMP network and created in response to my urging and my concern that the working group silos (at that time) were missing an important strategy — direct greenhouse gas regulation. Since the working group was created I have dedicated my professional life to the overarching RE-AMP goal of achieving an 80% reduction in GHG emissions in the Midwest; and more specifically adoption of GHG regulations in the RE-AMP states. I am interested in continuing as the GWSWG leader because I am determined to follow through and achieve these goals. I bring 30 years of environmental advocacy experience to this positon; 5 years of RE-AMP experience and the demonstrated ability to put the region’s goals ahead of my own organization’s.

List two groups in the RE-AMP Network you have collaborated with, and briefly describe your work with these groups.

I have collaborated with a majority of the state, regional and national groups that are members of RE-AMP. I have played a leadership role addressing climate change within Wisocnisn’s environmental community for the past 20 years. I have collaborated with leading Midwest state and regional groups in coordination with national leading groups on carbon regulation withing the power sector since the mid 90s, and I have, obviously, collaborated with all of the RE-AMP member groups that have participated in the the GWSWG. In addition, I have been collaborating with the leading NGO group in the Northeast (RGGI) and Western (Climate Initiative — WCI), states, as part of a 3-region GHG reguation strategy coordinated by the Energy Foundaiton. I played a leadership role in shaping the recommendaitons of the MGA Accord cap and trade recommendations.

If you are elected to the Steering Committee, what would you do to improve RE-AMP, and/or what new perspective(s) would you bring to the Steering Committee?

At our last GWSWG in-person meeting I was very pleased and encouraged by the participation and the degree of consensus we reached for two GHG regulatory strategies. One was a 3-region strategy which will focus on MN and IL and doing all we can in the region to position those states to link with RGGI and WCI. The second is a state-by-state strategy to support EPA’s New Source Performance Standards rules for new and existing regulation of power plants and other large sources of GHG emissions. In addition, the GWSWG has a critical role to play in defending EPA’s authority to regulate GHG emissions under the Clean Air Act against attacks by Congress. These are not new perspectives, but I feel that it is imperative to follow through on each of these three strategies. I beleive that non-environmental ally constituency support is the key to success in each strategy.
