Kansas vs. South Dakota

Hyperion Resources Inc. recently passed on building its $10 billion oil refinery in Kansas and is now instead leaning toward Elk Point, S.D. Kansas Governor Kathleen Sebelius has been very popular among clean-energy advocates for her stance against coal, and the Hyperion decision was attributed to an "uncertain regulatory climate" in Kansas.
