S.D. Signs on to Part of Climate Change Deal

Gov. Mike Rounds and eight other Midwestern governors joined an agreement to fight climate change Thursday, but Rounds stopped short of committing to a system promoting deep cuts in carbon dioxide emissions.

All the governors committed to a set of goals for renewable energy development and conservation. Five of them, along with the premier of Manitoba, also committed to a "cap and trade" program aimed at 60 percent to 80 percent cuts in greenhouse gas emissions by 2050.

Rounds and the governors of Ohio and Indiana signed on as "observers" to that portion of the Midwestern Regional Greenhouse Gas Reduction Accord, signed in Milwaukee.
