Greenhouse gas emissions, including carbon dioxide emissions, will be regulated in the U.S. sometime in the future....The issue is not whether the U.S. government will regulate these emissions, but when and how. (pages 8-9) A climate change program to limit emissions is required to create certainty for both electric utilities and investors. The federal government should develop a national, mandatory, market-based program to achieve that goal. (page 11)
