Power Plant Rejected Over Carbon Dioxide for First Time

Though it happened outside the upper Midwest, we hope it will resonate within the region. The Kansas Department of Health and Environment Oct. 18 became the first government agency in the U.S. to cite carbon dioxide emissions as the reason for rejecting a proposed coal plant’s air permit.
