BISMARCK, N.D. - Two utilities want the blessing of North Dakota regulators for a $1.6 billion power plant expansion, which they say is needed to meet rising demand for electricity from the region's customers.

The North Dakota Public Service Commission's review of the Big Stone II project, which is planned for construction in northeastern South Dakota, should help utilities obtain cheaper construction financing and save money for ratepayers, executives say.
